Baird says the organization has a goal of providing "Another Pair of Eyes" for authorities searching for missing people. TXMP will manage and direct all funds received to expedite the search for missing persons by experienced volunteer 501(c)(3) organizations, such as <a href="http://www.texasequusearch.org/">Texas EquuSearch</a>. The volunteers always work in collaboration and in cooperation with law enforcement agencies.</div>

At first blush, one would wonder why law enforcement needs volunteers. However, agencies are strapped for funds as it is. Many are not set up for the kind of large scale and labor intensive searches or high tech searches which the fund and organizations like Texas EquuSearch can provide.</div>

Those two people are Maureen Callaghan and Jack Hall.<br />

The Texas Missing Persons Foundation is dedicated to improving the technology and expediting the search for missing loved ones by a collaboration of public and private agencies. The Foundation will complement and support the interests of the families and friends of missing persons. Past search volunteers will pass their knowledge to the next generation of private searchers, public agencies and law enforcement.</div>

The estimated number of children alone is over 400,000 per year. Families from all socio-economic groups are affected. All families share one thing in common: The pain and angst caused by a missing loved one.</div>

Each year, as a way of giving a little back to the community, Blackburn Design selects 6 people to represent them as brand ambassadors.</span><br />
<span style="font-size: large;"><br /></span> <span style="font-size: large;"> I think I would be a great brand ambassador because I am a fanatic about bicycle riding and bicycle touring. In fact, this year, I took a long distance trip over Vail Pass to the hot spring city of <a href="http://bicycleadventurer.blogspot.com/2015_07_26_archive.html">Glenwood Springs</a>. </span><br />
<span style="font-size: large;"><br /></span> <span style="font-size: large;"> Colorado has been a great leader in creating safe spaces for bicycle riders. I would like to <a href="http://kinodrom.su/?video=M5BYsnocCQ0">advocate for all bike riders</a> in creating a national system of routes and trails made just for the wheels of the non-motorized community. That includes skateboarders, kayakers, fishermen, and of course, all forms of two and three-wheel transportation. </span><br />

Instead, <a href="http://bicycleadventurer.blogspot.com/2016/01/warm-showers-more-than-saving-water.html">Warm Showers</a> is a chance for touring cyclist to meet advocates for the sport. It is not just riding a bike through spectacular country that counts, <a href="https://youtu.be/zYRO6WrDha0">it is the people</a> you meet along the way. Everyone has a story. I would like to tell many of yours.</span><br />

A police scene is unfolding in front of the <a href="https://www.facebook.com/CornerstoneAssemblyofGodSB">Cornerstone Assembly of God Church</a> in San Bernardino, California.<br />

Authorities stopped a dark (black) SUV. Multiple shots have been fired into the vehicle. A person is down in the street. A suspect is reported to be fleeing on foot, moving South of the church. It appears as if authorities may have been checking out the church prior to the altercation, although this is not known for sure.<br />

Police say two suspects are dead. A third person may be on foot.<br />

It is not known how this event is related to the mass shooting at the <a href="http://www.cnn.com/2015/12/02/us/san-bernardino-shooting/">IRC in San Bernardino</a> in which 14 persons were killed and an additional 14 persons have been injured. The shooting has the hallmarks of expert planning with potential multiple shooters.<br />

Already, hate messages have been posted on the church facebook website. No one knows whether the church had anything to do with the event or not. Attempts to contact the church have been unsuccessful.<br />

Paris, France, December 01, 2015 - "We have the power to do more to prevent gun homicides," President Obama said at a press conference in France during the <a href="http://www.usatoday.com/story/news/world/2015/11/30/climate-talks-kick-off-france/76551062/">conference on global climate change</a>.<br />

"In the end of the day...Congress, states, local government will have to act to prevent persons who are deranged from getting weapons," the President said.<br />

President Obama noted, <a href="http://www.nytimes.com/2015/11/28/us/colorado-planned-parenthood-shooting.html?_r=0">Planned Parenthood</a>, in some cases is the only organization which provides care to women. <br />
<br />
"We can have a debate about abortion," the President said. "I think it is fair to have a legitimate, honest debate about abortion. How we talk about it, making sure we talk about it honestly, not demonize it," the President noted, will have an important impact on the result of this national debate. <br />
"It is important in how we talk about organizations like planned parenthood, not demonize it," the President said.<br />

The President's remarks may be hinting at the role right-wing rhetoric played in inciting the Colorado Springs shooter, Robert Lewis Dear. NBC reported Dear as saying "No more baby parts", shortly after the shooting.<br />
<br />
The President indicated shootings like the <a href="https://www.fbi.gov/about-us/investigate/terrorism/terrorism-definition">Planned Parenthood shootings</a> don't happen in other countries. The U.S. must take steps to ensure proper gun control comes to pass.</div>

If returning the item is not an option, then contact your bank to see if they offer any type of fraud protection, and report the crime through the ICE Tip Line 1-866-DHS-2-ICE.<br /><br />"CBP is working diligently to stop the flow of counterfeit and pirated goods,” said Michael Walsh, the Director of Customs and Border Protection's <a href="https://www.iprcenter.gov/">IPR Policy and Programs Divisio</a>n. “We ask that shoppers be wary and do their homework. The basics are, shooting broke out in a variety of locations mostly at the same time. The worst casualties were at the Bataclan Theater where an American band was playing. The shooters seemed only interested in body count, not hostages for ransom or political demans, as the shooters summarily executed concert goers.<br />

At another location, the Cambodian Restaurant, a witness said she found herself on the floor after a window shattered and shots rang out while she was inside. The witness found herself holding onto the hand of a fellow patron of the bar. When she looked up, she found the patron whose hand she was holding with a bullet hole in her chest. The witness does not know if the female patron died. The witness heard the shooters pause to reload over a 2 or 3 minute period, then spray the venue again.<br />

Today, I am stunned the GOP Press Credentials Committee is excluding us from the debate. Worse, they are refusing to communicate with us, which is a tactic of minimizing. In reality, if the University takes no action in this matter, it might be better known as an institution which supports discriminatory practices against the minority voice.</span><br />

The first ever <a href="http://www.coloradoimmigrant.org/">Colorado Immigrant's Rights Coalition</a> annual assembly in Summit County will be held this weekend. <br />
<br />
Roughly 25 residents from <a href="http://timpaynterjusticecorner.blogspot.com/2015/10/summit-county-hosts-civil-rights.html">Summit County</a>, including residents from the mountain towns of Breckenridge and Dillon, will be included in the state-wide meeting. Over 200 people from organizations across the state of Colorado are expected to attend.<br />
<br />
In addition to CIRC members, representatives from law enforcement will also attend the event.<br />
<br />
The Summit County organization <a href="https://www.facebook.com/IgualdadSummitCo">Unidos por la Igualdad</a> (United for Equality) will discuss the efforts it has made in Summit County. They will have a clinic on wage theft and Deferred Action for Childhood Arrivals and other topics.<br />
<br />
Summit County has come a long ways towards fostering better relations between authorities and immigrants. In 2004, Summit County was the site of one of the worst immigrant roundups in area history. Officials knocked on doors late at night in <a href="http://cfirdallas.blogspot.com/2004/05/africans-detained-in-breckenridge-co.html">subdivisions occupied by immigrants</a>. Those who answered their doors were questioned about their immigration status, while those who refused to answer their doors were not molested. Authorities had no warrants and simply were doing "knock and talks". Local authorities were backed up by FBI and federal immigration authorities.<br />
<br />
Multiple parties who answered their doors were hauled to the local jail pending identification. Most of those who were rounded up were black. When many of the parties detained proved to be documented, Law enforcement claimed the massive roundup and time spent detained was merely an inconvenience. Today, law enforcement is working more closely with the immigrant community that has proven to be vital to the tourist economies.<br />
<br />
The town of Breckenridge has historically been an activist for minority rights. Breckenridge was created in November 1859 by General George E. Spencer. Spencer chose the name "Breckinridge" after John C. Breckinridge of Kentucky, the 14th Vice President of the United States. Spencer hoped to win support of the U.S. government and gain a post office, turning the community into an official town. It was to be the first post office on the Western slope of Colorado between the continental divide and Salt Lake City.<br />
<br />
However, when the civil war broke out, Spencer changed the name of the community from Breckinridge, to Breckenridge. Vice President John C. Breckenrige was siding with the South and pro-slavery states and Spencer wanted to put distance between that divisive issue and the new town.<br />
<br />
Today, a large percentage of the population in the ski towns are immigrants. The early immigrants in Summit County were looking for gold. Today, most immigrants and others depend upon the white gold of the ski industry.<br />

These included Lynch's Bar-B-Q and Grill and Lynch's Salvage. The latter business is located in Warren County.</span><br />

However, Lynch has reportedly been on law enforcement radar for some time, according to the Herald.</span><br />

The organization uses high technology to find missing persons the cops are unable to find. The organization worked on the Natalie Holloway search effort and has solved multiple high profile missing persons cases.</div>

One of the techniques Equusearch uses is <a href="http://www.prnewswire.com/news-releases/los-angeles-port-police-use-new-imaging-sonar-technology-to-locate-body-of-missing-fisherman-55364967.html">sonar which can identify sunken objects</a> in murky water much faster than divers can through a physical search. Unfortunately, perhaps, Texas Equusearch has been so successful at finding sunken vehicles in Houston Bayous, the City says it could not possibly afford to pull the vehicles from the mire. <br />

Tim Miller, Texas Equusearch founder, wants Houston to use it's resources to recover suspicious sunken vehicles just like other cities use their resources to clear abandoned vehicles. Miller and high ranking volunteers at Texas Equusearch are not afraid of controversy. <br />

Last year, Miller waged a battle against the FAA after it imposed <a href="http://texasequusearch.org/2014/07/texasequusearch-to-resume-drone-operations/">over-broad sanctions</a> in the use of drones to search for missing people. Despite Texas Equusearch being a non-profit organization, the FAA decided the use of drones to search for people was a commercial venture. Perhaps the FAA could use a page from the President Obama playbook in using prosecutorial discretion in the cases it asserts against non-profit organizations doing the job of government.<br />

In a surprisingly arrogant response to news inquiries about why <a href="http://www.click2houston.com/news/new-hunt-shows-more-vehicles-under-houston-bayous/31074798">Houston</a> is not interested in pulling discovered vehicles out of the murky depths, Houston police officer <a href="https://www.linkedin.com/pub/victor-senties/22/359/a74">Victor Senties</a> claims the department already knew about many of the vehicles. A few years ago, Houston P.D. even searched a few of the wrecks. But beyond that, Houston shows no interest in yanking vehicles from bayous. They say it simply costs too much money.<br />

Of course, the families of missing persons don't agree. What is a police force supposed to do, if they can't be instrumental in the search for missing persons? Little buffers community morale more than a police department which solves crimes. To most families, there is no price too high to put an end to the suffering they face in not knowing what happened to a family member, spouse or child. <a href="https://www.facebook.com/permalink.php?id=185847874872847&story_fbid=275522512572049">Tim Miller</a>, supported by city council member Michael Kubosh, says some of those answers lie in the sunken remains of over 130 vehicles. <br />

Meanwhile, in 2006, before red light cameras were installed on selected Houston intersections, the constabulary planned to spend the anticipated $6 million in fines on higher salaries for Houston officers. Texas ranks <a href="http://www.statisticbrain.com/driving-citation-statistics/">number 5</a> in the nation for handing out traffic citations. While reporting a missing person is easy in Houston, finding the person is another part of police work altogether. Houston is at risk of being more interested in fining red-light violators than it is in finding <a href="http://www.houstontx.gov/police/mp/index.htm">missing persons</a>.</div>

The Duggers insist they are not <a href="https://www.childwelfare.gov/topics/systemwide/laws-policies/statutes/manda/?hasBeenRedirected=1">mandatory reporters</a>, a class of people including teachers, doctors and others of responsibility who MUST report molestation confessions. While parents do not fall within this class, they do have a fundamental obligation to protect the true victims against sexual perpetrators. The failure of the Duggers to appropriately inform the authorities meant their own daughters as well as a family friend would suffer at the hands of Josh Dugger.<br />
<br />
Interestingly enough, the police officer, <a href="http://www.rawstory.com/2015/05/ex-state-trooper-jim-bob-duggar-lied-and-told-me-his-son-had-molested-only-one-girl/">Joseph Hutchins</a>, who the Duggers sought out to handle the investigation of Josh, is now serving a lengthy spell in prison for distribution of child pornography. Hutchins now says Jim Bob told him Josh had only molested one little girl. One has to wonder how many little girls it takes to be fingered in their most private parts in order for the authorities to take drastic action, but then, considering who was investigating this crime, perhaps the result was to be expected.<br />
<br />
While it may be too late to prosecute Josh Dugger and his parents for the crimes they perpetrated against society, they will likely never earn the trust of broadcasters to parade their family in front of TV audiences as the moral example of what all families should be like. In fact, the Duggers are one more in a line of television personalities who moralize to their audiences while committing private sins.<br />
<br />
It is not too late for authorities to step in to protect the remaining minor Dugger children against thier parents who trivialize touching of childhood vaginas "over clothes" except on those occasions when the touching was <i>directly</i> with the <a href="http://www.victimsofcrime.org/media/reporting-on-child-sexual-abuse">innocence</a> of our nation. There are 19 reasons and counting why these parents deserve to lose the right to parent their children.<br />

This crime of robbing the innocence of defenseless children has sullied more than just the Dugger's "19 and counting". After Fox News promised there would be no passes in the interview by their reporter, Megyn Kelly, by the end of the interview, it was clear the Duggers had chosen Kelly for the same reasons they had chosen officer Hutchins. For years, Fox News has espoused the conservative line, while their reporters have given conservative personalities far more grace than they ever deserved. GEO, Group employee,<a href="http://kfyo.com/big-spring-correctional-contraband-smuggling/?trackback=tsmclip"> Eva Bermea</a>, who worked as a recreational specialist for GEO Group, Inc. was smuggling tobacco and creatine to a GEO Group inmate, Jonas Cruz, at the Big Spring Correctional Center in Big Spring, Texas. Kami Nicole Bennet assisted Bermea and Cruz by packaging the products and by collecting money from Cruz's brother who is not incarcerated.<br />
<br />
GEO manages prisons for profit. In the traditional GEO model, the government pays GEO to operate the prison on the theory the private sector can do the job for less money than the government can. In at least some GEO prisons, <a href="http://www.privateci.org/rap_geo.html">GEO charges the government</a> a price similar to that a traveler would pay for a luxury hotel for each night a prisoner stays in the "GEO hotel". At the same time, <a href="http://www.prwatch.org/news/2013/09/12255/violence-abuse-and-death-profit-prisons-geo-group-rap-sheet">GEO gives the least it can</a> to inmates, including limiting rations of toilet paper and providing medical treatment at a snail's pace to the detriment of needy prisoners. <br />
<br />
Toilet paper is a big issue for people who are incarcerated. Being able to cleanse one's self after evacuation contributes to the dehumanization of inmates in an environment that is already incredibly harsh. The practice also leads to unhealthy habits by inmates so GEO can make an extra buck.<br />

Ronald Craig Maxwell was sentenced to making false statements and abetting in the tobacco scheme. Maxwell said tobacco "fell" out of the ceiling at the Big Spring Correctional Institution, and he sold the products to inmates for a handsome profit. The truth is, Maxwell was dirty along with other GEO personnel in the product smuggling business.<br />

GEO is traded on the NASDAQ. Anyone can be in the <a href="http://www.palmbeachpost.com/news/news/dogged-by-complaints-prison-operator-geo-group-kee/nRHZ8/">prison for profit business</a> with GEO Group, Inc. if they buy GEO Stock. In the past, the investment division of <a href="http://npa-us.org/news/wells-fargo-pressured-over-investments-private-prisons/111212">Wells Fargo</a> has purchased significant GEO stock only to find a national boycott of their banks for investing institutional millions in the dirty business of prisons. In the past year, GEO Group, Inc. stock has fluctuated dramatically.<br />

The sentencing of Bermea, Cruz and Bennet is just one more brick in a bulging wall of evidence why private prisons for profit are a bad idea. Imagine what the billions spent on incarceration each year could to towards building recreational facilities and schools? Many of those locked up in GEO hotels could be placed on ankle monitoring devices. Tax payers don't pay for ankle monitoring, the inmate pays for the cost of his own monitor.<br />

No one can be sure their carry on baggage won't fall into the wrong hands on a flight. Therefore, no matter your intentions, it is illegal to carry objects that resemble bombs and grenades.<br />

You would think this is just plain common sense. However, the TSA encounters these kinds of things all the time. How about a loaded weapon with a bullet in the chamber? Should that be allowed as a carry-on item?<br />

How about a knife concealed in a belt buckle? In Kennedy Airport, a knife was recovered from a passenger. An object like this could easily be used to threaten flight crew or passengers. Although the TSA is tight lipped about who gets arrested and who gets a ticket, when items are concealed indicating the carry on of the item was not a mere accident, you can bet agents are more likely to arrest the person.<br />
<br />
After <a href="http://www.reuters.com/article/2015/03/26/us-france-crash-idUSKBN0MK2U020150326">GermanWings</a> co-pilot Andreas Lubitz, locked the captain out of the cockpit and steered the aircraft he was flying into a gradual descent until it crashed into the Alps, perhaps passengers have a stronger argument for arming themselves with certain tools while flying. The better solution is for more safeguards to be put into place to prevent distraught pilots from taking similar actions. Passengers with weapons are usually the least able to help in an emergency. More likely, the weapon will be used for nefarious purposes.<br />
<br />
The lesson here, <a href="http://www.tsa.gov/traveler-information/prohibited-items">don't bring weapons onto planes</a>. If you have a pistol that must be transported, along with ammunition, you must declare it. The item, if approved for transport, must not be in your carry on luggage.</div>

Each brother encountered minor skirmishes with the law as they dealt with their memories and trauma of life and death in a war zone. Each brother worked hard to follow the rule of law set down in the U.S., especially in the 911 environment. What a surprise was in store for the brothers when they renewed their driver's licenses. They received a notice to report to Homeland Security. From there, deportation cases were opened on the elderly Viet Nam vets.</span><br />

Washington, D.C. The Honorable Sheriff Mark Daniels testified the federal government is not prosecuting "illegals" crossing the border with child pornography. <br />

Dannels was one of five witnesses who testified to a mostly Republican led U.S. Senate hearing in front of the <a href="http://www.hsgac.senate.gov/hearings/securing-the-southwest-border-perspectives-from-beyond-the-beltway">Homeland Security and Governmental Affairs Committee</a>, Tuesday, March 17th, 2015.<br />

"I was talking with the Sheriff in Yuma, Sheriff Wilmont, last night, uhhh" Dannels said at approximately 2 hrs 14 minutes into the hearing.<br />
<br />
"There is an issue right now, uhh, with those illegals that have child, er, pornography, that...pornography, child pornography, they won't prosecute."<br />

Speaking of abusing children, the Sheriff was quick to note his county, <a href="https://www.cochise.az.gov/sheriff/home">Cochise County</a>, in Arizona, was quick to categorize juveniles carrying marijuana across the border as adults. Once categorized as adults, these wayward youths are ripe to serve stiff prison sentences as if they had the wisdom of adults. In the old days, categorization of a juvenile as an adult offender was generally reserved for extremely serious criminals who are unlikely to be rehabilitated, for example, murderers. Hungry children who are convinced to ferry drugs across the border lack the guilty mind necessary for adult-length prison sentences.<br />
<br />
Border Patrol agent Chris Cabrerra says when it is a four-day weekend, some Border Patrol agents won't bother doing the paperwork on drug smuggling cases. Instead, they do an administrative seizure on the vehicle, release the immigrants and let the non-four-day weekend crew come get the vehicle. The apprehending agents then return to more important tasks than prosecuting drug smugglers.<br />

Cabrerra, who is the Vice President of the <a href="http://www.bpunion.org/">National Border Patrol Council</a> (NBPC) Local 3307, claims his superiors who say the border is secure don't know what they are talking about. While the Department of Homeland Security says they are 70 percent effective, they only really catch 30 to 40 percent of the "illegals" who cross the border. The percentage is even lower for drug smugglers, Cabrerra claims. <br />

Of course, if agents are not bothering to do the paperwork on drug smugglers, the statistics won't be very high.<br />

"I heard, we are not even prosecuting, for example, uhhh marijuana smugglers, unless they have at least five hundred pounds of marijuana....was that an accurate assessment," <a href="http://www.pbs.org/newshour/rundown/incoming-gop-senate-chairman-ron-johnson-plans-border-security-bill/">Senator Ron Johnson</a>, (R-Wis) the head of the Committee, queried Sheriff Dannels. <br />

"Again, so the drug traffickers use teenagers because?" Johnson prompted Sheriff Dannels.<br />

"They won't prosecute," Dannels parroted back.<br />

Senator Kelly Ayotte, (R-New Hampshire) spent her time making immigrants out to be heroine traffickers. In doing so, Ayotte failed to mention an important part of the solution to the undocumented immigrant problem, <a href="https://www.barackobama.com/immigration-reform/">Comprehensive Immigration Reform</a>, which Senator Johnson had at least managed to mention. <br />

The witnesses for the hearing were clearly stacked in favor of the Republican supported border-security-first proposition. Interestingly enough, none of the witnesses, including Cabrerra, had any clue about what percentage of the cross-border traffic were people seeking relief from starvation and what percentage were drug traffickers. One common theme was popular with most of the witnesses: More boots should be on the ground searching for drug traffickers and terrorists.<br />

<a href="http://www.carper.senate.gov/public/">Senator Carper</a> (D-Del) was one of the few in the hearing who made the point about the need for comprehensive immigration reform. Border Patrol agent Chris Cabrerra could have his extra boots chasing drug dealers if he was not so busy chasing poor people through the desert. Cabrerra made Carper's point when he used the example of a team of Border Patrol agents being tied up with 90 to 100 immigrants sent by traffickers as decoys so the traffickers could do an end run around the agents with drugs.<br />

Comprehensive Immigration Reform was passed in the U.S. Senate, but a few conservative U.S. House of Representative leaders refused to allow the bill to come to a vote. One of the provisions of the law was to increase the number of U.S. Border Patrol agents, already the biggest law enforcement agency in the U.S. The <a href="http://www.cnbc.com/id/101867517">NBPC opposed</a> the senate bill.<br />

Unfortunately, today's hearing was so political with rhetoric and inflated figures, the seriousness of border security and immigration reform was quickly lost. Senator Johnson was running a kangaroo court.<br />

If the <a href="http://www.hsgac.senate.gov/hearings/securing-the-southwest-border-perspectives-from-beyond-the-beltway">Securing the Southwest Border: Perspectives from Beyond the Beltway</a> hearing was a serious effort, the Senators from Wisconsin and New Hampshire would have been considering a plan to give every single immigrant in the nation one last opportunity to come out of hiding. That would include all criminals but with a pot at the end of the rainbow for national security hawks: In exchange for identifying themselves, a critical element in security, immigrants would get one last chance to remain in the U.S. and help balance the budget. So long as the immigrants stayed out of trouble, the U.S. would provide a long term path to paying taxes and eventual citizenship. The only exception would be those on terrorist watch lists. National security demands the nation identify immigrants with criminal histories, yet neither party is talking about this simple goal.<br />
<br />
Even Senator Johnson recognized some of the foolish statements made in the hearing when he called witness <a href="http://riograndeguardian.com/">Monica Weisberg-Stewart</a> on the carpet for her claim the majority of drugs were coming through the port of entries, to which she replied:<br />

"So we believe that this goods (drugs) are coming through because we have not accurately as a government facilitated the trade and travel and given them (the Border Patrol) the funds necessary in order to be able to cartel the drugs coming through." <br />
<br />
We are not sure what facilitating "trade and travel" in relationship to drug trafficking is, or what "cartel the drugs" means. <a href="http://riograndeguardian.com/">Mrs. Weisberg-Stewart</a> was unhappy about 4 hour waits to cross the border into the second biggest trading partner with the state of Wisconsin, which Senator Johnson represents. That trading partner is... Mexico.<br />

ICE continues to deport a near record number of undocumented immigrants. Amongst them are some of the people who have caused lots of problems in the U.S. Those include drug dealers, child pornographers, drunk drivers, drug abusers and dealers and gang members.<br />

Monday, the <a href="http://www.ibtimes.com/illegal-immigration-2015-ice-arrests-2000-worst-worst-immigrants-nationwide-sweep-1841440">Department of Homeland Security</a> announced the results of a nation-wide sweep collecting immigrants in the problem category. More than 2,000 people were arrested in a 5 day sweep in operation "cross check".</div>

While ICE likes to shine the spotlight on serious offenders, only slightly more than 50% of their nation-wide sweep netted "serious" offenders. The rest of the unlucky 2,000 immigrants who got caught in the sweep, nearly half, may have had no offense at all, or only minor offenses.<br />
<br />
It does not take much to get on the "serious offender" list, including being convicted of a DUI or mere possession of a controlled substance not involved in "dealing". If this is what ICE considers a serious offender, including 991 of the 2,000 people ICE picked up in it's raid, then it is clearly targeting the wrong people.</div>

It is the arresting of the completely innocent immigrant in these nation-wide man hunts which troubles activists the most. ICE is perfectly happy to arrest any immigrant they come across while looking for the "serious offender", and in their "knock and talks" despite knowing the President has prioritized enforcement efforts. To justify it's knock in the wee hours of the morning, ICE releases propaganda claiming to arrest the "worst of the worst" when the majority of the people they arrested had misdemeanor DUI changes. <br />
<br />
ICE makes no distinction how long ago an offense occurred. People with 30 year old DUI charges are hardly a risk to U.S. society, as the passage of time and a clean record since their conviction shows they are rehabilitated and no risk to citizens. More recent offenders are under court ordered rehabilitation programs. Their arrest removes them from the supervision of the court and may be robbing them of the opportunity to resolve their addictions.</div>

Some wonder who is better to manage serious criminals: the U.S. or a third world country? When ICE dumps immigrants into the hands of gangs in central locations, like <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/11/02/AR2009110203492.html">Ciudad Juarez</a>, then it is destabilizing those nations. These "dangerous" people are now on the loose, free to offend, when they would have been better managed by the U.S. justice system. Offending from afar is much easier these days with the Internet, especially for child predators. Dumping serious gang members into the hands of cartel members just increases the working rants of drug cartels.</div>

The targeting of drunk drivers is also troubling. Most of these drivers have gone through or are in <a href="http://www.drugrehabfl.net/2011/07/22/court-ordered-rehab-for-drug-alcohol-addiction/">court ordered rehabilitation</a> programs that last a year or more. The solution to alcoholism is not deportation. Alcoholism and drug addiction are better solved from the social scientists rehabilitation point of view combined with a strict dose of the criminal justice system to help people find a solution to their addictions. Catching and removing people from these rehabilitative processes degrades the effectiveness of court ordered rehabilitation. </div>

The prospect behind homeland security is to make America safer and stronger. National raids targeting "serious" criminals, but catching mostly D.U.I. offenders and innocent immigrants, is not a step towards making America stronger. Pulling people out of their rehabilitation support systems and dropping them in high crime recruitment areas does not protect national security or make the world a safer place. Sending the true hard criminal to a third world where they can offend with impunity, likewise does not make any country safer. The U.S. is the best place for them as we manage to institutionalize more people per capita than any other nation. </div>

ICE has a vital role to play in the security of our nation. Their efforts stopping <a href="http://www.ice.gov/news/releases/ice-arrests-tucson-man-sex-tourism-charges">sex tourism</a><span id="goog_422856307"></span><span id="goog_422856308"></span><a href="https://www.blogger.com/"></a> and <a href="http://www.ice.gov/news/releases/niagara-falls-man-arrested-charged-sex-trafficking-minor">sex trafficking</a> are nothing short of noble. They protect the copyright of private industry. They help prevent terrorist attacks. Yet their praying on everyday common immigrants who have done nothing more than drink and drive, and mostly nothing at all, is destabilizing other countries, dividing families and making America an unsafe place to live. It is also directing the precious resources of a national law enforcement agency towards chasing drunk drivers rather than chasing threats to national security.</div>

The Department of Justice will ask for an <a href="http://allianceforcitizenship.org/immigrant-rights-movement-will-stop-nothing-keep-immigration-action-5m-immigrant-workers/">emergency stay</a> to halt the injunction issued by a Texas judge against the Obama immigration order called Deferred Action For Parental Accountability, or <a href="http://unitedwedream.org/">DAPA</a>, and an expanded form of Deferred Action for Childhood Arrivals, called "expanded DACA".<br />
<br />
White House press secretary, Josh Earnest, says the stay will be applied for no later than Monday. The stay is likely in addition to the appeal of the injunction issued by Texas judge, <a href="http://time.com/3713667/judge-andrew-hanen-obama-deportation/">Andrew Hanen</a>.<br />
<br />
Applying for a stay of an injunction, which is a request to halt the temporary halting, of the Obama order, is risky. If the stay is not granted, then the failure to get a stay of the Texas injunction could set the tone for the appeal to the Hanen decision as well as to opposition to the lawsuit which gave rise to the decision. <br />
<br />
Obstacles to getting the stay are the <a href="http://www.politico.com/story/2015/02/immigration-delays-likely-as-justice-weighs-legal-options-115314.html">Conservative nature</a> of the <a href="http://www.nola.com/politics/index.ssf/2012/12/obama_could_reshape_conservati.html">5th Circuit Court of Appeals</a>, as well as the fact a stay is usually only applicable to maintaining the status quo pending litigation. The Hanen decision maintains the status quo, and a stay of the injunction would actually allow for substantial changes to the status quo. Finally, the movement for immigration reform will gain nothing if the 5th Circuit agrees with the Hanen decision that undocumented immigrants, which conservative media incorrectly categorize as "illegal immigrants", don't deserve protection.<br />
<br />
The Hanen decision painted the Obama executive order as a states rights versus federal rights issue. Hanen said the federal government was abdicating it's responsibilities to enforce immigration laws set by Congress and granting immigrants a certain entitlement or right to be in the U.S. for at least a 3 year period. Hanen found the state of Texas had standing to sue because Texas citizens would be forced to pay for the cost of granting driver's licenses to undocumented immigrants who took advantage of the law. Texas citizens would be irreparably harmed because of the cost of granting driver's licenses and because it would be very difficult to recall those licenses once they were granted, or "unscramble the egg". Further, harm to undocumented people was not a concern in an administrative law decision because they were "illegal", said Hanen. <br />
<br />
Other states willingly grant licenses to undocumented people, including Washington State, New Mexico and Colorado. The state of Colorado is sitting on over $100,000 in excess immigrant license fees which state Republicans refuse to release for the license program. In short, some states have made significant profits by issuing licenses to undocumented immigrants.<br />
<br />
Not applying for the stay is just as risky. If a stay is not issued, few immigrants will be able to apply for the program even if the Hanen decision is eventually overturned before President Obama leaves office. If the DAPA and expanded DACA process continues, those who are approved would have at least a three year respite before having to face immigration consequences. The longer it takes for the process to begin, the less time authorities will have to approve applications.<br />

Neither conservatives nor liberals are talking about what could happen to people who apply for DACA, expanded DACA and DAPA applicants if a conservative candidate wins the White House in the next election cycle. President Obama immediately cancelled multiple executive orders made by the Bush Administration shortly after Obama took office. It is not unrealistic to expect the next president to take the same action, though a conservative candidate would encounter significant wrath from pro-immigration groups. If the immigration orders are rescinded, then immigrants who apply for the order would likely be able to continue to live in the U.S. until their stay of deportation ran out, at which point they would find themselves well identified and in the deportation system unless they could find another basis to make a claim to remain in the U.S.<br />

The best solution for immigrants is <a href="http://www.immigrationpolicy.org/comprehensive-immigration-reform-2014">comprehensive immigration reform</a>. <a href="http://undiasinfronteras1150am.blogspot.com/2015/02/senator-michael-bennet-renews-call-for.html">Senator Michael Bennet</a>, (D-Colo) called for the House to pass the reform bill the senate sent to it and for the nation to look for long term solutions to the immigration problem in the U.S.<br />

Because no other form of relief is available to the majority of the nation's undocumented immigrants, <a href="http://youtu.be/ddMzewrqpr4">the majority of Latino advocacy groups</a> support the executive order for DAPA and DACA.<br />

Immigrants who believe they will qualify under the Obama executive order which prioritizes removal (deportation) prospects, and grant certain immigrants a three year stay SHOULD CONTINUE preparing for the launch of the largest program around April 16th.<br />

Melissa Crow, Legal Director for the American Immigration Council, Marielena Hincapié, Executive Director of the National Law Center, and Debbie Smith, the Associate General Counsel for the Service Employees International Union, said the Obama Administration will certainly appeal the order by Texas <a href="http://en.wikipedia.org/wiki/Andrew_S._Hanen">Judge Andrew Hanen</a> which <a href="http://www.latimes.com/nation/nationnow/la-na-nn-texas-judge-injunction-immigration-20150216-story.html#page=1">puts a stay, or pause</a> on the implementation of the DAPA and expanded DACA programs.<div>

Immigrants should not despair or be afraid. The temporary injunction will be eventually lifted, through an appeal to the 5th Circuit Court of Appeals, according to Marielena Hincapié. </div>

Melissa Crow <a href="http://undiasinfronteras1150am.blogspot.com/2015/02/dapa.html">said the judge found the state of Texas</a>, at least, had standing to bring the suit. Further, the state would experience financial harm in issuing driver's licenses because it would have to offer licenses to DACA and DAPA immigrants. Crow said it was interesting the Court focused on the license issue, and over-looked evidence about the positive effects immigrants make to the economy.</div>

Crow continued to say the court found the Obama Administration failed to comply with rule making procedure. However, Crow said enforcement actions are generally not subject to rule making. She says the Obama Administration is on solid footing in issuing it's executive order.</div>

Debbie Smith said immigrants should not panic. She believes the suspension is temporary, will likely be lifted, and immigrants should continue preparing for the process, including gathering documents.</div>

The temporary stay of execution of the Obama executive order is not a final decision about whether the DACA and DAPA processes should continue. Those decisions will be made later during extended litigation. The DAPA portion of the executive rule is not scheduled to roll out until April 16th. By then, the temporary stay could be lifted or "stayed" pending the final resolution of the lawsuit.<br /><br />
